This ASI plugin created by Fastman92 and have ability to adjust the number of IMG archives that possible to load in GTA San Andreas. You can found the plugin ingtagarage .
Limit adjusted until version 2.0 :
MAX_NUMBER_OF_IMG_ARCHIVES = 350;
MAX_NUMBER_OF_STREAM_HANDLES = 400;
Today, i have opportunity to playing with this plugin again.  I split some GTA files into several specified IMGs. Like vehicles.img (veh.img), characters/peds, radars, animation, weapons, nodes (paths)  without problem.

Normally GTA San Andreas will crash after the limit reached (8 imgs). But with the plugin the limit can be adjusted, until more than 10 (for me).
The difficulties actually you should know what are you doing with this plugin. The game will crash if you use this plugin to adjust  IMGs in Maps mod like SRT (San Andreas Re-textured) or GTA Project Oblivion; or even in regular GTA San Andreas. The common crash caused by some double files, file missing, etc. Perhaps, I did not experience significant difficulties, because the plugin installed on my blank map mods. So, all IMG already rebuilt from zero.
My blank map mod just a huge flat area as GTA San Andreas seabed. With Fastman’s plugin, now it’ really easy to add new maps in new IMG.  We only need to define the mapfiles (IMG, IDE and IPL) in gta.dat. Off course, for GTA San Andreas the IDs must be unique to avoid error (crash).

EDIT :
It’s work too for regular GTA San Andreas and some modification that only replace files, like GTA Project Oblivion.  You need IMG organizer to rebuild/reorganized img files more easy.
